I am directed by Col. Whittlesey, Asst. Commissioner to call your attention to the entire neglect of all officers in your Dist. to comply with Cir. No. 21. Washington D.C. Dec. 11 1865. B.R.F & A.L.  [[Footnote 1]]  Officers will subject themselves to much inconvenience if they fail to make a report of property received from the Bureau.  The Circular above referred to seems very plain - All stores received by Officers & Agts. such as Sanitary Stores & clothing from relief Associations or other sources excepting Quartermasters, Medical or Ordnance stores proper" must be accounted for by each officer to these Hd. Qrs.
The Stores enumerated as excepted, each officer must of course account for to the Dept. to which such stores pertain.  Return of Bureau property & clothing must be made up before the 10" of each month, just as though they were Q.M. Returns.  Copies of Cir. 21 have been sent to your office & each officer under you should have one.  If more are needed please notify this office at once.

I am directed by Col. Whittlesey Asst. Commissioner to say that you will take measures to discontinue entirely the issuing of rations to Refugees & Freedmen "taking a lien upon crops therefor" as early as the 1" of May 1866.
Any monies that may be received for rations issued as above mentioned will be received by the Asst. Fincl. Agt. and accounted for as other Bureau funds are.
Will the blanks sent you for arrears of pay &c. be sufficient for your present wants, if not please notify me how many & what blanks you need.

Sir,

I am much surprised at the careless manner in which your business has been conducted.  You have paid out public funds, without taking receipts, and were the matter brought under official investigation you would be exposed to severe censure and probably a Court Martial.
On the receipt however by Capt. Johnston of the balance now due the Bureau, I will drop the inquiry, believing that your [[underlined]] intentions [[/underlined]] have been good.

In the case of the State vs Sarah Richardson, your action appears to me wise & just.  As it now stands it may be safe to withdraw your objections to a trial by Civil Court, and let the testimony be offered.  If it is rejected report the whole case, & I will appeal to the U.S. Court under the Civil rights Bill.
