In the uncertainty about your Regt. remaining in service, I have assigned Capt. Hay to your Sub-district, fearing that you may be suddenly ordered away, and the district left without an officer.
You will remain for the present with Capt. Hay, as his advisor and assistant.  Please give him full information respecting all the business of your office and district

General

I am informed by Lieut. Hawley Asst. Supt. at Winton, Hertford Co. that a Sergt. and 4 men have reported to him without rations.  To save them from hunger he has been obliged to purchase 10 days rations.  Is there any way by which rations for enlisted men may be commuted?  If not, I request that they be ordered back to Elizabeth City, as Lieut. Hawley cannot afford to subsist them.
2"  Will you inform me if the 28" Mich Regt. is likely to be mustered out soon?  I have an officer of the V.R.C. whom I can send to relieve Capt. Evans at Franklinton.

The statements in your letter and the reports of Lieut. Hawley are so much at variance that I am at a loss how to act in the matter.  As soon as I can spare an officer, I will send one, entirely impartial, to investigate and if possible to settle the difficulty.

I have the honor to acknowledge the receipt of a package of blank forms (said to contain 200) "Mothers declaration for Pension"
Permit me to suggest that a separate Corps of Officers, well instructed is needed to attend to this business of Pensions.  As performed now I fear it will prove a failure.

Beecher 3" U.S. Infantry be relieved from duty as member of the Military Commission now sitting in this City, he having been ordered "to report without delay to the Commanding Officer, Fort Columbus, N.Y. Before forwarding the enclose papers to Genl. Howard as ordered, I desire to submit them to the Genl. Comdg. the Dept. for his information.  The indifference of the Police, as shown by the evidence, seems to indicate that they cannot be relied on to preserve the peace, and protect innocent citizens.
