Captain,

I am instructed by Bvt. Brig. Genl. Whittlesey the Assistant Commissioner to inform you that Corporal Henry Culicut Co. "A." 28" Mich. Vol. Infty. was brutally murdered by one Nathan W. Roberts a citizen on May 11", 1866, near Kinston N.C.
Roberts is described as a very young man about 20 years of age - blue eyes, light complexion, rather sandy hair, thin built straight body, 5 feet 9 inches high & served in the Rebel Army.
He has a sister living in Fayetteville, N.C. and a Mother in Lincolnton at one of which places he is supposed to be.  You are directed to make diligent search for him in your Sub Dist. and if found - arrest him & hold him in safe confinement - reporting action to this office.

I have the honor to inform you that Bvt. Maj. Genl. Ruger Comdg. Dept. of North Carolina, to-day, relieved Bvt. Brig. Genl. E. Whittlesey as Asst. Commissioner for this State and assumed the duties thereof in addition to his other duties.  [[Footnote 1]]
[[underlined]] All [[/underlined]] official communications in anywise concerning this Bureau and intended for the Bvt. Maj. Genl. Comdg. or for file in this office will be in future addressed to the undersigned as Act. Asst. Adjt. Genl. for the Bureau in N.C.

I am directed by Maj. Genl. L.H. Ruger, Comdg. Dept. of North Carolina and Asst. Commissioner for this State, to recall any orders for transportation, which were issued by Bvt. Brig. Genl. E. Whittlesey, while Asst. Commissioner Bur. R.F. and A.L.
In future, applications for transportation will be made to this office.
