In reply to your communication of the 18" Inst. calling attention to the Revenue Law of the State concering Poll tax and its unequal effects upon the Freedmen, I am instructed by the Asst. Comssr. to say that as these Laws apply equally to persons of all colors it is not within the province of this Bureau to interfere.
Dependant Freedmen however, in Govt. Camps or supported exclusively by the U.S. Govt. should not be considered as subject to this tax and should not be so taxed.

Your report of the 18" inst. in response to the request for information in re complaints of Nat. Parker and others has been recd.
I am instructed by Bvt. Maj. Genl. Ruger the Asst. Comssr. to say, that in all matters pertaining to the Apprenticeship of "Freed-children", you will be guided by the State Laws in force, in respect to the apprenticing of [[underlined]] white [[/underlined]] children by the Courts of Record.
These will be your only rules of action in such cases.

I am instructed by the Bvt. Maj. Genl. Asst. Comssr. to request that you transmit to these Hd. Qrs. without delay for perusal and information, your retained copies of Abstracts of Recipts & Expenditures for the months of March & April 1866. (the same to be returned to you) in order that an estimate may be arrived at of the current expenses and sums required.
In future an extra copy of all these financial papers transmitted through these Headqrs. to Maj. Genl. Howard and requiring Approval here - will be made by the Officer transmitting them in order that it may be filed here for reference.

A communication has been recd. from the Executive in reference to the property of Wm. H. Oliver held by the Bureau in New Berne.  The Asst. Comssr. instructs me to say, that there appears to be no reason why so much room should be required for the Hd. Qrs. of the East. Dist. and therefore to apply to Capt. Stubbs to whom necessary instruction will be sent to furnish you with a suitable apartment in some Govt. building convenient for the purpose.  You are respectfully requested to send me by return mail a detailed statement of the uses to which Oliver's building is put and how the instructions from Maj. Genl. Howard in this matter were complied with.  Your attention is invited to the letters which were returned to you with endorsement in that matter.
