The Asst. Comssr. directs me to call your attention to a paragraph in a recent issue of the Raleigh Standard (newspaper) in which it is asserted that certain colored or freedmen had been sentenced to be "whipped" for "vituperation or abuse."
You are instructed to make full investigation as to the truth of these statements, reporting action to these Hd. Qrs.

In reply to your letter of the 23" regarding requisitions for rations, under the late Act of Congress, and which you have ordered your assistants to send in - I am instructed to say that while sending in these requisitions now can do no harm - that it can do no good, as it is altogether uncertain what amount of supplies will be furnished for the States, or for your District.
