I have the honor herewith to transmit an order for you to proceed to Warrenton and return.  On this order you can collect your actual expenses of transportation.  The Comdg. Genl. directs me to state that the order of Genl. Whittlesey, late Asst. Comr. will not give you transportation over any other than lines of railroad or steamboats.

I am instructed by the Asst. Comr. to say to you that an order has already been published directing all clerks for Asst. Supts. to be at once discharged.  It is intended as far as possible to dispense with clerks.  An officer has been ordered to report to you (Lt. Coats) but he is unable, thro' illness, to go to Wilmington at present.  Other officers are expected & so soon as they come, assistants will be sent you.  It is intended to have but two officers at Wilmington, yourself and an assistant, no financial agents will be retained on duty except at this place.

I have the honor to acknowledge the receipt of your letter of the 30" ult. relative to the issue of rations to destitute whites.  I am directed by the Asst. Comsser. to say that there are no orders authorizing such issue at present.  Their demands for assistance should be referred to the Wardens of the Poor of their respective Counties.
