The Asst. Commissioner, Bvt. Maj. Genl. Ruger, desires that you will give special charge of the Soldier's Bounty Claim Division in your office to one of the officers assigned to duty at your Head Quarters, in addition to such other duties as you may find it necessary to perform.
It is suggested that  1." Lieut. Coats, Vet. Res. Corps might be entrusted with this branch of duty.

It has been reported that an impression exists in your County that no-one can hire freedmen unless they have a permit from you, and that you charge fees for the permits, and impose a fine of $50.00 for all violations of this rule.  I am directed by the Asst. Commissioner to ask for a full report in this matter, to be forwarded direct to this office.

Some question seeming to have arisen regarding negroes paying poll tax - I am directed by the Asst. Comr. to say that no officer of this Bureau has any right to interfere in the payment of any tax levied [[underlined]] equally [[/underlined]] by the State. - The question of the legality of the tax is not one which you are to decide.
This Poll, or Capitation Tax being levied equally on whites & blacks, you will not interfere with its payment.

Your communication of 1" June 1866, is recd.  In reply the Asst. Comssr. directs me to say that but [[underlined]] one [[/underlined]] clerk will be allowed at Hd. Qrs. of the Dist. and that one shall be paid not exceeding $75.00 per month.  The order to that effect is to be obeyed from the date of its receipt, & no vouchers for other clerks, or for more than $75.00 per month will be approved.  Competent clerks can be obtained here for that price, & if one cannot be employed there, he will be relieved & one sent form here to take his place.  The Supt. of making Coffins at $80.00 per month will be at once discharged.  The dead cart drivers can be employed if absolutely necessary.  The Asst. Comr. desires to be informed what the "Orphans Farm" is.
