It having been reported to these Hd. Qrs. that the Mayor of Goldsboro has ordered the disarming of all negroes in that place, you will please at once ascertain the truth of this report.  Unless under some State Law respecting the carrying of concealed weapons the negro can no more be disarmed than can the white man, & if any shot guns or muskets have been taken from them, they will be at once restored.
You will also please to ascertain if the Mayor of Goldsboro comes under any of the excepted classes of the Amnesty Proclamation, & if so, if he has ever been pardoned, & make a prompt report to this office.
