General,

I have the honor herewith to transmit all the evidence I have been able to procure regarding the death of Bryant Langston, (colored) who was shot at Goldsboro N.C. on Monday June 4", 1866.  Enclosed are, Statement of Maj. J.W.H. Stickney, Asst. Supt. B.R.F. & A.L. of date June 6" 1866, with two enclosures, Affidavits of Geo. Morrow Chf. Police, Goldsboro, Blunk King, Frank Atkinson, (colored) Richard Hall, (colored) Jacob Ham, (colored) Marseilles Ransom, (colored) John Dewey, (colored) A.F. Moses, H.P. Dortch, Henry Christie, Moses Western, (colored) & Dr. Wendall Robinson, forwarded June 23" 1866, and desposition of Mayor T.T. Hallowell, forwarded June 22" 1866, enclosing copy of Town Ordinance.

General,

I have the honor to refer to the statement of supplies required by whites & blacks in this State, which was forwarded June 13", 1866, by Bvt. Maj. Genl. Thos. H. Ruger, then Asst. Comr. for the State.  The frequent and urgent inquiries made by the Citizens and the freedmen as to whether an assistance is to be rendered them, have induced me to call your attention to the matter.  If any help is to be extended, it seems advisable to give it as promptly as possible, as great destitution exists - and no steps to relieve it have been taken either by the State or County authorities.

Referring to your letter of date June 25", 1866, to Col. W.H. Wiegel, I am directed by the Asst. Comr. to say that he does not understand the necessity of your scouring the County and arresting supposed horse thieves.  The arrest of horse thieves does not properly come under the head of a duty to be performed by an officer of this Bureau.
