I am instructed by the Asst. Comr. to say that he does not see the necessity of keeping up so great an expenditure at the Lyons Pasture Farm, while rations are issued to but 2 dependants at that place.  He further directs that you take measures to reduce the expenses at the place in question.

The Asst. Comr. desires you to investigate the case of Dr. Masters and find out if it is advisable to pay him rent for the past use of his property, and if so, from what date.  It is thought that the facts have not been represented with entire correctness by Capt. Rosekrans, C.S. Vols.

General,

I have the honor to acknowledge the receipt of Special Orders No.89, June 27", 1866, relieving 1" Lieut. Asa Bird Gardner 7", V.R.C. from duty in this office & directing him to report to Bvt. Maj. Genl. Stannard at Baltimore Md.  Lieut. Gardner is now engaged as Judge Advocate of a Military Commission, but will proceed to execute his orders as soon as possible.
Lieut. Gardner being familiar with the duties of this office, the charge of which I have just assumed, I regret that this change should be deemed necessary & trust some competent officer may be sent here in his place.  An application of mine for Capt. J.F. Chur, 20 V.R.C. was referred to Genl. Stannard & by him disapproved.  On the 22" Inst. I applied for the detail of 2" Lieut. Edward Lynch 1" V.R.C. and on the 27" I reported that five more officers were required for assignment to duty in this State & I beg leave to call your personal attention to those letters.

I am directed to call your attention to the following statement of Menice, Colored.  [[Footnote 1]]
"I am the wife of Cornelius Long colored, who contracted with Mr. John Jos. Long - of Gareysburg, Northampton Co. to work for this year for $150.00 and bread & meat.  Cornelius has a patch which I attend.  I live in one of Mr. Longs Cabins & have rent & firewood free.  I have a child by a former husband named "Betsy Wenneford," which child was bound about two weeks ago to Mr. Long by Lieut. Foote.  Before the child was bound Mr. Long told me if I would let her thin corn for him 2 weeks that he would pay me one dollar per week, & find her.  I did so.  Last Tuesday was pay day - I was in the house, he let the other children go out of the field, & kept her at work - I called her back
