General,

Referring to the case of George Moore, (colored) I am directed by the Asst. Comssr. to forward you a copy of the laws of N.C., and to call your attention to Page 102. thereof on which you will find the Laws regulating the admission of testimony.  Please Swear out warrants at once against all parties to the outrage & have them brought to the attention of the Civil Authorities.  If after showing the justices this law - they still refuse to entertain colored testimony - summon the parties before you and try them.

The Asst. Commr. requires me to write you in relation to several outrages of whites against blacks which have lately occurred in Wilmington, N.C. and of which the Civil Authorities seem inclined to take no notice.  He desires to know if action cannot be taken by the U.S. Courts under the Civil Rights Bill - and also to know if it would be convenient for you to visit Raleigh & consult with him on these matters, and if so at what time.  It is desired that the recent occurrences at Wilmington should be thoroughly investigated and the guilty parties punished.  A full report of these outrages will be forwarded to you in case you are unable to come to this city.

Colonel,

Dr. Wm. R. Holt, of Lexington, having appealed to the Asst. Comssr. to review his decision in the case of Orange et al. vs. Dr. Wm. R. Holt.  The Asst. Comr. has reviewed the case, and now decides that Dr. Holts application to have the award made in money, shall be granted.  He awards to the plaintiffs the sum of Eight Hundred Dollars $800.00 and directs that you receive this sum of the defandant & deliver it into the hands of the plaintiffs - seeing it properly divided among them.

For William Stills, 7 days rations for 2 men, 1 woman and 2 children under 14.
