Worth His Excellency Jonathan Governor of No. Ca. 353/ Governor, I have the honor to acknowledge the receipt of your letter of this date, enclosing copies of a letter from Judge Shippe to your Excellency - and a letter from Capt. A.W. Shaffer, Asst. Supt. Bureau R.F. & A.L. to the Deputy Sheriff of Cleveland Co. In reply I have the honor to state that I have ordered Capt. Shaffer to arrest Jacob Carpenter (Colored) and turn him over to the Sheriff of Cleveland County. The matter will be further investigated. I am, Sir, Very respectfully Your Obt. Servt. Supt. 362/369 Captain The Assistant Commissioner has been furnished by his Excellency Governor Worth with copies of a letter from Judge Shippe relating to one Jacob Carpenter, colored, whose arrest by the Sheriff of Cleveland Co. was resisted by your order, and of your letter to the Deputy Sheriff of Cleveland County. He directs that you at once arrest Jacob Carpenter and turn him over to the Sheriff of Cleveland County - and further directs me to say that you have no authority to interfere in this way with a Civil process - and that such interference is calculated to prejudice the interests of the Freedmen. Senate Bill 64 - usually known as the "Civil Rights Bill" - with a statement of their P.O. addresses. In case no Commissioners have as yet been appointed by you - I have the honor to request that they be at once appointed, and that these Hd. In regard to acts. due from the Bureau to its employees in the State - I have the honor to inform you that by a late order from Washington, all monies have been forwarded to the Chf. Disbursing Officer at Genl. Howards Hd. Qrs. and an estimate sent to him, covering all arrearages and also acts. for July.
