Com'r. directs that you at once furnish Lieut. Binning 5th U.S. Cav. with such articles of clothing as he may desire, for the use of a party of soldiers whom it is necessary to disguise. Sir In reply to your letter of the 7th August 1866, I am directed to say, that the papers sent up in the case, have been kept here awaiting an answer to an enquiry addressed to you by Col. E. Whittlesey, relating to the final disposition of the mule. As soon as that is answered, it will be seen if anything can be done in the matter, but as the officer who you accuse of taking the mule has long ago left the Service and the State, it is feared no remedy exists. Com'r, I have the honor to call your attention to the facts, that your report of rations, which by Gen'l Orders No 4 C.S. from these H'd Qrs. should be forwarded on the 8th has not yet been received. It has been noticed that in almost every case, reports from all the other districts have been received one or two days, before the reports from your District.
