Bureau of Refugees, Freedmen &c
Head Quarters Asst. Commissioner N.C.
Raleigh N.C. August 11th, 1866

Rutherford Allan Bvt. Brig. Gen'l. & Supt.

General

I have the honor to inform you, by direction of the Asst. Com'r, that no interference will be had with the State and County Authorities, in the collection of Capitation tax or other taxes, provided the tax is levied equally alike, on whites and blacks.

When the endorsement, on the matter, was sent you some days ago, no knowledge was had here of the levying of more than $1.00 capitation tax. The Asst. Comm'r has since been informed, that both towns and Counties are authorized to levy a capitation tax, and that it has been levied. This tax is larger in some sections, than in others, but where it is alike for all classes of a particular section, no action will be had tending to prevent its collection.

Very Respectfully
