I have the honor to enclose a copy of circular No. 10, from Maj. Gen'l Howard, directing that no rations be issued, except in certain cases, to destitute refugees and freedmen after the 1st of October next, with the request that you will cause the proper State and County officials, to be promptly notified of the purpose of the order, so that they may make suitable provision for the maintenance of those indigent persons about to become dependent upon them.

Commissioner to refer the enclosed paper to you, and if you consider it a proper case, to be prosecuted under the Civic Rights Bill, to request of you, to take the very earliest steps to cause the alledged offender to be arrested and tried. In your letter of July 20" 1866, relative to the house of the late Rebel Atty General, you stated that you had been led to believe, that General Howard did not propose to give up property occupied as quarters. 
The Asst. Commissioner desires to be informed as to what reason you have of so believing, and if you are aware of any order to that effect from the Commissioner.
