I have the honor to acknowledge the receipt of you letter of this date, enclosing papers in relation to the alleged action of Bvt. Maj. H.D. Norton. Asst. Supt. B.R.F. and A.L. in the case of Elijah, a freedman convicted of larceny by the county court of Catawba County.
In reply I have the honor to state, that I have ordered a speedy investigation of this matter, and that I will advise you of its result, at the earliest practicable day.

Enclosed I have the honor to send you orders for transportation for two women and ten children from Charlotte and two women and nine children from Salisbury to New Bern.  You will please cause proper persons to be selected from the camps at these two places, to accompany the orphans to New Bern, and notify Col. Moore by telegraph, of the time and train they leave on, that he may be able to have them properly provided for.  They will be furnished with sufficient rations for their trip.

I have the honor to inform you, that I have ordered four women and nineteen children (orphans) sent from Charlotte and Salisbury to New Bern.  You will please cause fitting accommodations to be prepared for them.  Col. Edie has been directed to advise you by telegraph, of the time and train they leave Salisbury, in order that you may be able to receive them at the train.
