Fanny Dillard came to this State from Selma Ala. to obtain her child from whom she had been parted by sale eight years ago, and who has since been bound to a person in this neighborhood.  Succeeding in her object, she finds herself without means to return and has applied at these Head Qrs. for transportation for herself and child 10 years of age, from Raleigh to Selma Ala.  Her case is respectfully forwarded for the action of the Bureau, with the recommendation that the request be complied with. [[Footnote 1]]

In reply to your communication of Sept. 24th ulta. requesting a report of the number of murders committed in this State, where Freedmen were the victims or parties according to the official record.  I respectfully submit the following record as appears at these Head Qrs. since Aug. 1st 1865

Freedmen murdered by whites  15
Whites murdered by freedmen  1
Total murders  16

The enclosed petition was presented at these Head Qrs. a few days since, and a request that some action be taken in the matter.
They complaint of their inability to procure a license to open store on the ground of non-residence, while white persons do.  They anticipate trouble in collecting their share of the crops.  Complaints as to action of Civil courts to their prejudice, and also as to the acts of H.R. Skinner, agent for Chowan County.
The Actg. Asst. Commissioner directs me to request you to cause an investigation to be made, and if the complaints are well founded, to arrange matters as may be desirable.
