In reply to your communication of Sep. 27" 1866, in relation to accounts of R.F. Hunter for services rendered Col. G.R. Bell V.R.C. Agent of this Bureau in N.C. with inquiry as to why they were not paid &c. I have the honor to report as follows, based entirely on the statement of R.F. Hunter who is now in Raleigh.  The money was advanced by a party in Washington upon vouchers for services not yet performed, to enable Bell and Hunter to raise money to travel.  Col. Bell agreeing with Hunter to make good the advanced, on his receipt of pay, as it was more for his (Bell) benefit, the money was obtained.  After their arrival in this State, new vouchers were made out for the same period and they were paid by the Qr. Mr. at this station.  Subsequently the original vouchers were received at these Head Qrs. but they were made out at a larger sum than was allowed, and they were returned to Mr Hunter for correction.  Col. Bell being in another part of the State, Hunter says as he had been paid he sent them to Col. Bell to be destroyed, since which time nothing has been heard of them or from Col. Bell, who is out of service and whereabouts not known, but is presumed he is in Washington.

By the Act of Congress organizing this Bureau it is required that a yearly report of the operations, and an exhibit of all accounts of the Bureau must be made annually.  To do this it is necessary for the Asst. Commissioner to be furnished with a full and clear exhibit of the business of the office of each Supt. and Staff Officer which reports must be prepared with great care.
I am directed to request you to furnish these Head Qrs. with complete statistics as to issue of rations to both Whites and Blacks;  manner of punishing crime and securing justice among freedmen;  the result of the free labor system as it has been applied;  the form of contracting with freedmen, and the way in which all parties have observed such contracts;  the manner of executing State Laws;  the number of claims presented by discharged soldiers and the number collected.  In a word, the report should take up each item of business coming up before the officers of the Bureau, giving deductions from facts presented and recommendations as to the future.
You will also include what has been accomplished under the Homestead Act, and reasons for any failure to comply with any orders or circulars of the Commissioner on this subject.
The report will cover the operations of the last year, and will be required to be forwarded so as to reach these Head Qrs. by Oct 31st inst. and will include all work to that date.
