By the Act of Congress organizing this Bureau it is required that a yearly report of the operations and an exhibit of all accounts of the Bureau must be made annually to Congress.  [[Footnote 1]]  To do this it is necessary for the Asst. Commissioner to be furnished with a full and clear exhibit of the business of each Supt. and Staff Officer during the year past, which report must be prepared with great care.
I am directed by the Asst. Commissioner to request you to furnish these Head Quarters, a full report of the operation of your Department, giving statistics on all points;  which will be forwarded so as to reach these Head Quarters by Oct 31st inst, to which you will add your opinions derived from facts presented, and recommendations as to the future.

In reply to your communication of the 12th inst, I have the honor to inform you, that the necessary orders for the restoration of the property therein alluded were issued Sept. 24th ulto.  By communicating with Captain Richard Dillon Asst. Supt. in Beaufort, matters will be arranged.

Of what sort is the suffering likely to be;  for wants of food, clothing, or protection or schooling?
In what places and to what extent in each place?
