I have the honor to acknowledge the receipt of your communication of the 29th inst setting forth the complaint of Daniel L. Russell of Brunswick County in relation to the action of Officers of this Bureau in cancelling the indentures of certain children bound to him by the County Courts of New Hanover & Robeson Counties on the ground that that "the Court had bound these children contrary to law"
Your Excellency is well aware with what promptness I issued orders for the discontinuance of Bureau Courts and for all cases of a certain nature to be turned over to the Civil Authorities when I was informed by you that the laws of North Carolina made no discrimination to the prejudice of blacks in the administration of justice.  Those orders have so far as I have been able to learn being faithfully carried out by the officers under my supervision & they have been frequently cautioned to avoid as far as possible any conflict with the Civil Authorities. Notwithstanding, the transfer of this authority to the Civil tribunals, I feel myself called upon to continue to exercise a guardianship of the interests of the freed people and therefore not only authorized but in duty bound, both in person and through my officers to use all powers delegated to me to enforce the rights of these people.  Your Excellency says "The laws of this State so far as I know make no discriminations as to the powers and duty of our County Courts in binding children
