In reply to your communication of the 1st inst I have the honor to call the attention of your Excellency to the fact that the Act of Congress establishing the Bureau of Refugees Freedmen and Abandoned Lands commits to it, "the supervision and management of all Abandoned lands and the control of all subjects relating to refugees & freedmen"
When informed by your Excellency that the laws of North Carolina made no discrimination between whites and blacks it afforded me pleasure to turn over to the Civil Authorities powers which under this law I might have retained
