I have the honor to acknowledge the receipt of communication from Bureau R.F. & A.L. of 6th inst enclosing Transportation orders No 1574 which was left out by mistake from the application of Mr Fondsen received at this office 7th inst and which mistake was reported to the Commissioner the same date.  On inquiry it has been ascertained that the Asst Supt at Charlotte misconstrued the telegram of 2nd inst to Mr Fondsen and forwarded thro these Hd Qrs a second application for same transportation, which was forwarded Nov 6th and which is therefore void, the transportation having been received.

By an endorsement from [[Footnote 1]] Bureau R.F. & A.L. of Nov 3rd inst upon a communication from Warren E. Day A.A. Surgeon of Oct 3rd enclosing an estimate for repairs and additions to Hogan Hospital at Wilmington the Asst Commissioner was authorized to direct said repairs and additions to be made within the limits of the estimates furnished by Surg Day which was $1023.00. 
The Chief Quarter Master of the Bureau for this state reports that after every effort to make a contract within amount mentioned has been made it is found impossible to have the work performed for a less sum than $1325.00.  The repairs necessary to make the present building suitable for occupation, during the Winter have been ordered to be completed at once and the erection of additional buildings suspended until further instructions -
I therefore respectfully request that I be allowed to increase the estimate heretofore approved to $1325.00 being an addition of $300.00 to lowest figure at which the work can be properly completed -
