I am directed to make the following inquiries. In view of the breaking up of the Trent River and Roanoke Island Settlements, and the probability of many of the freed people becoming dependent, could there not be many of them induced to contract with parties from other States desiring help upon their plantations.  There are now numerous applications made at these Head Quarters, and if there wants can be supplied in that Section, they will be advised to proceed to those points.  Also, information, as to whether the Agent appointed by the people of Roanoke Island to go to Texas on their account, has gone.  It is also again desirable to bring to the notice of the freed people there and elsewhere the provisions of the Homestead Act, as the special privileges allowed them, will cease on the 1st of January proximo.

I have the honor respectfully to enquire, whether Circular Letter of October 5" 1866 from the Commissioner, directing that, "Agents who complain of the amount of their pay, be replaced &c." is to be construede as to include clerks. [[Footnote 1]]  An application just received raises this question.  In case this class of employees, comes within the meaning of said letter, I respectfully suggest, that I may be allowed to return him his application without further action, as no publicity has been given of the directions contained in letter above mentioned.
