I am directed by the Acting Asst Comr to request that you will forward to these Head Quarters on the 20th day of December inst a complete roster of all Officers and Civilians on duty in your District at that date.  Contract physicians will be classed as Civilians
The report of changes will after that date only be made and will be forwarded so as to reach these Hd Qrs on the last day of each month commencing Jan 31st 1867  [[Footnote 1]]

I am directed to inform you that instructions have been received from Washington to the effect that the Authority given to set apart a portion of the Arsenal grounds at Fayetteville for a site for a church and schoolhouse for freedpeople was given through an error and is hereby revoked.
The papers in this case forwarded by you have been sent to Washington.
