I have the honor to acknowledge the receipt of your communication of 3d inst, enclosing copy of a letter from A.S. Williamson Esq. Mayor of Williamston N.C. in reference to an investigation made by Lieut. C.W. Dodge Asst. Supt, as to alleged unlawful gathering of freedmen in that City.  In reply I beg to invite your Excellency's attention to accompanying copy of Lieut Dodges report of that investigation.
In view of the continued alarm existing in Williamston, I will instruct Colonel Stephen Moore Supt of that District, to again look into the case and report thereon.

I have the honor to enclose herewith the papers in the case of Eliza Cook (Freedwoman) against Dr. Cook which would have been accompanied by the written opinion of Judge Brooks of the U.S. District Court but it was impossible to communicate with him at this time on account of his uncertain whereabouts.  As a substitute for the written opinion however a letter from Lieut McAlpin Asst Supt Sub District of Raleigh is respectfully enclosed.
The complainant (Eliza Cook) having been ordered to lease the premises of Dr Cook by decree of the Court and there being no law of the State and probably no redress through the District or Circuit Courts of the United States all resources through the Civil law seems to be exhausted as I presume that the "full and equal benefits of all laws and proceedings for security of persons and property as is enjoyed by white citizens" refers to the laws of the States and the United States as they now exist  They fail to provide for her case and it is left
