I have the honor to invite your attention to the enclosed copy of a communication from the Agent of the Bureau at Fayetteville NC in reference to a violation of the "Civil Rights Bill" by the County Court of that County and to respectfully request that you will cause such action to be taken as to prevent recurrence of the same and that the Court of Cumberland County be called upon to account for it's violation.

I am directed to request you to forward to these Head Quarters, all the papers in the case of the illegal apprenticing of the children of Lucy Ross to Daniel Russell.
Do not fail to transmit every paper that bears upon the case;  they are needed to make up a case for reference to Gen. Howard, as it is evident he has been misinformed as to the merits of the case.

In answer to your communication of Dec. 3d inst transmitting an extract from a letter received by you, complaining of a gathering of armed colored people in Edgecomb County N.C. I have the honor herewith to transmit copies of the report of Lieut Allison, Bureau Officer in that County of the investigation made by him.
