I have the honor herewith to return transportation orders No. 1541 and 1542 in favor of Franklin D. Sears from Raleigh to Galveston Texas and return.  Sears was the Agent appointed by the freedpeople of Roanoke Island to visit Texas for the purpose of selecting location in anticipation of removals to that State, by those now living at Roanoke.  The Superintendent reports that "Sears has left for parts unknown".  The Asst. Supt on the Island reports that the freedpeople do not desire to leave the State, and that there is a sufficient demand for labor at good wages in the neighborhood for all that desire to work.

I am directed to return herewith application for transportation for freedpeople from OKeefes Clay and Seward for compliance with requirements of Circular of Dec. 1st 1866 from these Head Qrs.
Attention is also invited to endorsement from Bureau of Dec. 2d" ulto. upon application of Dec. 14" from Mr Clay.  A request has been made that the permission granted in Mr Clays case, be granted those now in your neighborhood upon the same business.  Mr Sewards case has also been referred to Washington for instructions as he is acting as Agent and regulations require that contracts be made by the parties for whom the labor is needed.

I think [[?OKeeses]] is OKeefes and have therefore edited. I've tried searching for "OKeefes, Clay and Seward" but with no luck - @siobhanleachman
