I have just received your letter of this date refering to the case of Robert Davis.  Soon after his reprieve, the report upon his case was sent to Gen. Howard who had ordered the investigation.  He was absent however from Washington at the time, but agreeably to a late telegram from him of today, I shall leave Raleigh perhaps to-night, to meet him at Greensboro on his way from Columbia S.C. to Danville and Richmond Va. when I shall bring the case to his notice, and will inform you upon my return, of any instructions which I may receive &c.

I have the honor to acknowledge the receipt of your communication of 4th inst (Chf. Qr. Mr. Office) in reference to the issue of transportation of freedpeople to other States.  An application has been made by Mr Geo. R. Seward of Texas, who is engaged in procuring laborers for himself and others, but has arrived here, without having complied with requirements of Par 2 of Trans. Regulations.  Under the directions of letter above mentioned, he submits certain statements which he desires to submit to the Bureau, and in view of the lateness of the Season, he desires to present them in person, so that the Bureau may be satisfied, and transportation be speedily issued.

I had an interview yesterday, with Maj. Gen. Howard, while on his way from Greensboro N.C. to Washington City, but received no instructions from him in regard to the case of Robert Davis, freedman, under sentence of death at the former place.
An additional representation of facts, relating thereto will be made to General Howard, as early as practicable, awaiting such instructions as he may give in the case, and it may become necessary for me to again solicit Executive clemency, in the form of a respite, in case I should not hear from Washington before the 25th inst, (the expiration of the present reprieve) granted Davis).

I have the honor to acknowledge receipt of Circular letter from Commissioner of 5th inst. inviting attention to Par. 2 Sec. 4, circular No. 10, Series of 1865, Bureau R.F. and A.L.
In reply, respectfully transmit copy of General Order No. 1, from these Head Quarters, Series of 1866, and report that General Orders for that year ended with No. 7. although circulars and circulars letters, not numbered were issued from time to time, copies of which, have been forwarded at date of issue.  With the new year, the system of numbered circulars has been adopted and from that date, all instructions, orders &c. will be issued in a uniform series.
