I have the honor to represent the necessity of the appointment of an Agent of the Freedmens Bureau at Goldsboro in this State.  This was apparent to me some weeks since, but the subject was postponed on account of my intention to recommend for that Post, Mr. R.F. Hunter, whenever he should sufficiently explain certain transactions complained of by Mr Garret of Washington D.C. in his letter of October 19" 1866, as I was convinced from my view of his character that such explanation could be given.  Dec. 24th I forwarded Mr Hunters explanation to you, with my endorsement, since which time I have received from Mr. Garrett a letter expressing his satisfaction with the arrangements made for the acquital of Mr Hunters obligation to him, and I have no longer any hesitation in recommending this gentleman for the appointment of Agent.

I have the honor to forward for your consideration, the following applications from Destitute Refugees for transportation to Brenham Texas.  [[Footnote 1]]

E.P. Wilson  1
Son Mc.Garra and child 6 yrs.  2 = 9
In view of the destitution prevailing in the neighborhood, where they now reside, these applications are approved.  Judging from the representations made by parties, seeking laborers in this section, from Texas, there must be a great demand for them.

I am directed to return enclosed requisitions of A.A. Surg. W.E. Day for fuel for private use, with the information that A.A. Surgeons, being "Contract Surgeons" their pay is in full of all allowances.  They are not therefore entitled to draw fuel for private use.
