Lazelle or until otherwise ordered.  Your suggestion in regard to Lieut Murphy cannot be carried out, as it is presumed he is absent on leave, as he has not reported his return.

I am directed by the Actg Asst. Commissioner to request an explanation as to the reasons for so large an issue of rations since Dec. 28" ulto. being largely in excess of the amount approved, at these Head Quarters.  [[Footnote 1]]
Copies of such returns will be transmitted with report.  The books of this office do not show such an amount ordered to be issued.

I have the honor to transmit herewith application of Mr Samuel Reeve Jr. for transportation of sixty three freedpeople from Salisbury N.C. to South Bend Ark.  The testimonials of Mr Reeve are from gentlemen of high standing in this community.  Mr Reeve having formerly resided in Salisbury is of course well known.  In view of the great destitution in the parts from whence these laborers are taken and the recommendations as to Mr Reeves ability and honesty in carrying out his purposes I approve the application.
To expedite his plans and wishes Mr Reeve will personally present this application.
