The claim for which was forwarded by you.

I have the honor to inform you that orders for transporation have been received at these Hd Qrs for 67 men 25 women & 9 children from Salisbury to Brenham Texas - on application of Mr T. Clay.  As certain rules guarding the issue of transportation have been modified in Mr Clays case and as the Hd Qrs. are required to carry out certain instructions, it is deemed advisable for Mr C. to collect all the papers in his case and bring them personally to these Hd. Qrs.  But one application is now here the other having been returned for various causes, and without them nothing can be done.  Please inform him what is required for his own interest.

I have the honor to acknowledge the receipt of endorsement from Bureau (Office Chf Qr Mr) of Jan 15th returning disapproved an application from Bvt Brig Genl A. Rutherford for transportation for Mary Marshall (Col'd) and eight children from Wilmington N.C. to Norfolk Va. the same having been made in view of an endorsement of Maj Genl Schofield Asst Comr Va recommending that no more freedpeople be sent to Norfolk Va.  I beg to invite your attention to the following statement of facts
