which I have no control and which if continued will over flow Wilmington with a class of unfortunate people thereby impeding the legitimate field of labor in that City.  For a long time past numerous families of freedpeople have arrived in Wilmington upon transportation furnished them by Assistant Commissioners of other States in most every instance these people are en-route to points north of this State but their transportation only carries them to Wilmington and are expected to procure ^ [[insertion]] there [[/insertion]] the means to proceed.  The Supt is applied to and is compelled to [[strikethrough]] passed [[/strikethrough]] refer the application to these Hd Qrs and as the regulations [[underlined]] do not [[/underlined]] allow the Asst Commissioner to furnish transportation beyond the limits of his State the application must necessarily be forwarded to the Commissioner.  In the mean time care must be taken of the homeless people and no provissions being made for this class of people, they can only be provided for in and around the hospital until means are furnished for them to proceed to their desired destination which of course detains them a considerable time a charge upon the Govt and encumbering the buildings designed for the sick.  Of this class of cases Mary Marshall and her family forms one she has remained in Wilmington two months awaiting transportation which is now refused.  I trust that measures will be taken to remedy the difficulty.

Asst Comr to inform you that your application for transportation for Mary Marshall & 8 children has been returned disapproved, Genl Schofield having recommended that no more freedpeople be sent to Norfolk. A.  Statement of the difficulties attending the class of cases has been forwarded to the Commissioner.
