[[preprinted]] 262 [[/preprinted]] Bureau of Refugees Freedmen &c Hd Qrs Asst Commissioner Raleigh N.C. Jan 28th 1867 Edie Col J.R. Supt West Dist Salisbury N.C. Colonel. Dr W R Holt of Lexington has made application sometime since to the Asst Commissioner to have certain indentures of apprenticeship made by Col Cilley cancelled Application has also been made by Mr Henderson Agent at Lexington to cancel certain others The first communication which was forwarded through your office was returned disapproved for the want of information as to what would become of the children and since then has not been heard from. The Asst Comr directs that you investigate these cases of apprenticeship and take such action as the interests of the freedmen and the Bureau may require reporting of facts and join action to these Hd Qrs Until such action is taken all indentures made by officers of the Bureau are considered in force and Mr Henderson should be instructed that he has no authority to cancel indentures made by Superior Authority or in any manner to set aside or interfere with the action of his superiors Dr Holt will be in Salisbury in a few days and will call upon you in person. Colonel I am directed to call your attention to the frequent and troublesome delay in receiving answers to communications addressed to your Office and request that you will ascertain the cause and take measures to prevent the same in future. Telegraphic communications especially being only resorted to in pressing exigences should be instantly attended to and answered. Your report of rations issued up to the 20th inst of which you inform me two copies have already been forwarded has not been received. Whatever may be the source or occasion of this confusion and delay it is believed to be only necessary to have your attention once called to it to put a stop to it for the future By order of the Acting Asst Comr Very Respectfully Your Obdt Sevt F A Seely Bt Maj A.Q.M.
