I have the honor to transmit by Southern Express transportation asked for by Mr. L.A. McLaurin.  Gen Whittlesey Chf. Qr. Mr. calls attention to the fact that the bond is not sealed.  Please have this attended to, after which, please hand Mr. McLaurin the enclosed transportation taking his receipt on the enclosed form and return the same to these Head Quarters.

Dunn for information as to the character and reliability of the Surities neither of whom it appears are residents of this State.  It will be necessary for their responsibility to be satisfactorily established before the Act Asst Comr will feel justified in forwarding Mr Dunns application.

I have the honor to forward herewith the accompanying communication from Rt Rev Thomas Atkinson Bishop of N.C. respecting aid in the erection or purchase of Schoolhouses for freedmen in different parts of the State, particularly at present at Wilmington and Fayetteville. [[Footnote 1]]  The amount of aid now solicited is about twenty five hundred dollars for Wilmington and about one thousand dollars for Fayetteville.
From representations I apprehend that the hire of suitable buildings at these points is out of the question.  At Fayetteville probably such buildings are not be found and the rapidly increasing population and importance of Wilmington renders such measures impracticable or at least too be thought of.  Therefore any aid furnished must be in the form of a contribution for the erection of
