I have the honor to return herewith your Provision Return for the Month of February Approved.  The Acting Asst Commissioner directs me to say that owing to the great excess of rations required for by you over the amount issued in other districts he has had great hesitation in approving this return.  There seems to be no reason why twice as many rations should be issued in your district as in the Eastern where there is a much greater population of freedmen and only 8000 rations were issued in January.  The Acting Asst. Commissioner expects that you will omit no effort to reduce the burden of the Government in this particular.
Your attention is called to chapter V of the Bureau Officers Manual especially to the regulation that rations should be issued for only short periods.  Your practice in January of issuing the entire supply for the month during the first ten days is not deemed judicious or economical and is in violation of the orders

The inquiry of J.L. Andrews of Bertie County concerning the status of two colored girls bound to him by one Col Watts representing himself to be an agent of this Bureau has been again referred by the Commissioner to these Hd Qrs - for remarks.  The Asst Commissioner directs that you report without delay what action has been taken in this case.
Watts was never an Agent of this bureau and any indentures made by him of whatever date are void.  Indentures made by Lt Schwartz formerly Asst Supt of the Bureau at Williamston if dated subsequent to November 24th 1865 are also void as he at that time ceased to be an officer of the Bureau. You will instruct your officer in charge of Bertie County to ascertain positively the dates of these indentures and by whom made.
