I transmit herewith by express U.S. Orders for transportation on the following Applications Viz -
M. Horton for 52 dependent freedpeople from Charlotte N.C. to Durant Miss
Watts & Phinizy for 277 dependent freedpeople from Charlotte N.C. to Winona Miss which you will please hand to the proper parties and return to these Hd Qrs the enclosed receipts dated and signed
I enclose also two copies of each contract approved by the Asst Commissioner

Respectfully calling your attention to the report of Capt J.F. Curren Asst Supt concerning the complaint of Diana Clarkston vs Albert Hicks that he is detaining her children against her will.  You are informed that under the circumstances as represented by Capt Curren it is not considered expedient by the Act Asst Comr at present to interfere in the case.  You will however instruct Capt Curren that in case an effort is made by Mr Hicks to have the children bound to him he will be expected to interpose and permit no action to be taken in violation of the laws of the state or the interest of the children.  As it is certain that the Mother is living they cannot be apprenticed without notice to her nor without her consent, unless she shall appear unable to provide for them or an unfit person to have charge of them.  By a recent decision of the Supreme Court of this State it is also settled that where children are not
