In reply to your note of this date enclosing communication of 7th inst from Mr Tho[[superscript]] s [[/superscript]] Goode Tucker of Gaston N.C.
I have the honor to hand you enclosed herewith an extract from the Orders of the Bureau by which I am governed, and by a perusal of which it will appear that the case presented by Mr Tucker is not one for the jurisdiction of officers of the Bureau.  Should he desire a formal expression of my opinion or wish to refer the case to higher authority a communication addressed to me detailing the circumstances will after needful official investigation of the facts and referred to the local officer Lt Foote be referred by me to Maj Genl Howard for his decision.

I am directed by [[insertion]] ^ Col J.V. Bomford [[/insertion]] the Acting Assistant Commissioner to acknowledge the receipt of your favor of 11th inst in which you inform him that 3000 bushels of Corn are about to be shipped to Wilmington to be distributed to the destitute under the joint direction of Gov Worth and himself
Measures will be taken to ascertain at what points this seasonable supply can be disposed of so as best to meet the wishes of the donors   Meanwhile the Act Asst Commissioner desires to be informed what degree of accountability the Southern Relief Commission will expect

from the Officers and Agents who shall under his direction attend to the distribution of this food  The receipt which by the orders of the Bureau is required to be taken from each head of a family to which supplies are issued from the subsistance stores of the Army while it affords a perfect guarantee of the proper issue of the supplies is probably more laborious and burdensome in the labor it requires than an arrangement which will satisfy your Commission.
The Acting Asst Commissioner will gladly be informed of your wishes in this respect.
