I have the honor respectfully to request information as to the wishes of the Commissioner in regard to Officers and Agents of the Bureau binding out as apprentices Colored Children.  At present there is no uniformity in this practice in some parts of the State it is done by the Bureau and while the Civil Courts exercise the same powers confusion may arise, I desire to be instructed whether or not it is deemed expedient to refer all such cases to Civil Tribunals

Your communication of Feb 14th is received and I am directed in reply to say that the order for the issue of rations to laborers hired by Mr Hargrove came from the Commissioner at Washington and was repeated to you in almost the same words.  The Asst Comr however construes the order so as to cover an issue to them at such places as may be most convenient.  It is a matter of great surprise that the Post Commissary has not the amount of rations on hand as required by orders from Mil Hd Qrs, - those orders having been issued it is the duty of the Commissary to provide himself without further orders

I have the honor to invite your attention to the enclosed copy of an extract from a communication received at these Hd Qrs in relation to outrages committed by bands of so called Regulators who infest certain portions of this State.  From the frequency of complaints of that nature it becomes necessary that prompt and decided means should be taken to suppress the evil.  The local Civil Authorities from some unexplained cause take no action in the matter.  I am therefore compelled to bring the case before your Excellency and invite any suggestions you can offer as to a remedy or your co-operation with the Military Authorities in breaking up an organization ruinous both to the Social and political status of the State.
