By circular No 3 Current series from Commissioner Bureau RF & AL Assistant Commissioners are not allowed to grant transportation to Refugees & Freedmen who desire to be transported within the limits of their jurisdiction.  I respectfully report that under this restriction [[strikethrough]] that [[/strikethrough]] much inconvenience and suffering is caused by the delay incident upon referring the case to Washington I respectfully suggest that such modifications be made in the order to enable the Asst Comr to issue the transportation in urgent cases in order to prevent delays that might be productive of serious results.  Enclosed is forwarded an application which requires prompt action and is submitted as an example of the character of the class of cases alluded to.
