I am directed by the Acting Asst Comr to acknowledge the receipt of your communication of 12th inst relative to outrages committed by bands of "so called Regulators & in reply to invite your attention to enclosed copy of a letter from Gov Worth.  It is manifestly impossible for either the Civil or Military Authorities to punish or suppress crime without some means of identifying and arresting the criminals.  You will please report whether any case has come under your notice where there has been neglect on the part of any Civil functionary to bring evil doers of the class complained of to justice and whether the inactive of the Civil Authorities is the result of ignorance indifference fear or sympathy with the persons committing these outrages.

I have the honor to make the following report of the operations of the Bureau for this State during the month of January 1867.
During the month the Officers and Agents in many parts of the State have been busily engaged to the full extent of the powers delegated to them for the alleviation of the destitute of the State.
The suffering arising from a want of clothing and food the result of causes heretofore reported is still as prevalent as at last report but it is hoped the advancing Spring will to a great extent lessen the number of dependents.
The following distribution of rations was made during the month
To Hospitals  6749

Total No of Rations  31,876
