I have the honor to transmit herewith Requisitions for transportation Nos 341 & 342 for freedmen employed by J.W. Sutar & O.O. Cannon respectively.  Transportation will be given on these by the Post Quartermaster.
Before you allow any freedmen to be removed you will see that the instructions of the IX Paragraph of Circular of December 1st are complied with.
Two copies of each contract are enclosed to be delivered to the contracting parties.  The lists of the names have been made in quadruplicate and verified by the Attorney for the Contractors.  One copy of each is enclosed to be delivered to the respective Contractors.  Having procured the copies of the transportation orders, you will furnish one copy to the Contractor and return the other three to these Head Quarters to be disposed of by the Asst Commissioner.
