Having been charge by Col J.V. Bomford Comdg with the supervision of the distribution of corn donated by the Southern Relief Commission of N.Y. for the destitute of this State I have the honor to inform you that 1300 bushels have been ordered shipped to you to be used in Union and Anson Counties as follows -
1000 bushels for Union & 300 bushels for Anson
the following gentlemen have been named to take charge of it.
For the Govt W. H. McFarland Ansonville N.C.

To these gentlemen you will deliver the corn on their orders, the Counties are to pay the expense of hauling from your depot.

Dear Sir

In answer to your communication of the 21st Ultimo I regret that I cannot give a very positive or clear account of the actual distribution now existing in this State as my principle knowledge of it is derived from the measures taken to relieve it by the Freedmens Bureau.
It has been my aim to relieve extreme want wherever manifest and wherever it could be reached.  The issues to the destitute of the State average per month about thirty eight thousand rations or full rations daily to about twelve hundred and sixty persons.  These issues however are intended only to prevent considerable and immediate suffering.  In this light, the numbers given above will in my opinion approximate the number of those who can in the ordinary way be reached for the purpose of this temporary relief.  Beyond this there will probably be found but few such, not already assisted by the Bureau except those constituting two classes or portions of the community who cannot in any way known to me be relieved.  The first constitute the better order of society who although in want are unwilling through pride to expose their poverty.  This class is very numerous and embraced in the same category
