are multitudes in humble life who have a like hostility to acknowledge their necessities to State Agents (Wardens of Poorhouses) or to receive anything from them.  Independently of which such persons are scattered over the State in places so remote that no relief can be extended to them in the form proposed.  The distribution of private bounties so generously offered would therefore in my opinion be only needed to meet a moderate estimate of suffering which may have been overlooked by the Bureau or where assistance may not have been quite ample enough through the magnitude of the undertaking to relieve the immediate wants of a whole State and the consequent prudence of the first experimental issues.
