[[preprinted]] 316 [[/preprinted]] Bureau of Refugees Freedmen &c Hd Qrs Asst Commissioner Raleigh N.C. Mar 7th 1869 Rutherford Lieut Allan Supt Wilmington N.C. Lieutenant I have the honor to inform you that the papers relative to the occupation by the Bureau of rooms in the City Hall Wilmington have been received from the Commissioner endorsed as follows - "The Asst Commissioner of N. Carolina is authorized to make the best terms possible in this case." In view of this endorsement the Actg Asst Comr directs me to request you to report at once the lowest rent you can procure the rooms for taking measures to provide against back rents and any attempts at dispossession while the Bureau needs the same. Colonel In compliance with your request of 2nd inst I am directed by the Actg Asst Comr to herewith transit copy of the Proceedings of a Board of Officers detailed to investigate the complaint made by Asst Surgeon W.F. Smith USA against Acting Asst Surgeon R. Westerling together with the statement of Dr Westerling and to inform you that the pay of Dr Westerling will be stopped until his accounts with the Government during the time of his connection with the Freedmens Hospital at Raleigh are found correct and approved by you.
