I have the honor to inquire whether the proviso in Section 4 Chapter 40 Laws of N.C. passed by Genl Assembly Session of 1866 - to the effect - that former Masters shall have the preference in the binding of Colored Apprentices is still in force or whether as I understand is repealed by Sec [[3rd?]] of the Act entitled "An Act to amend the 5th Chapter of the Revised Code entitled Apprentices" which repeals all laws & parts of laws discriminating between Whites & Blacks in the apprenticing of children.

I am directed by the Acting Asst Commissioner to transmit herewith transportation orders for Bvt Smith 52 Adults & 24 children, destitute freedpeople from Salisbury N.C. to Greenville Miss furnished on application of Mr A.C. Fiske also two copies of Contract.  The transportation will be delivered to Mr Fiske on his furnishing the quadruplicate lists and copies of transportation orders as required by Section 4 Regulations for this class of transportation which papers will be forwarded to these Head Quarters.

I can't find the original Act to help try and confirm so have left it in [[?]] -@siobhanleachman changed dates to 1867 (orig. transcribed as 1869)
