I have the honor to report that pursuant to your instructions of 4th inst I have conferred with the Governor of North Carolina in relation to the number of persons in this State in great need of food, and that our estimate gathered from facts now at hand is as follows

By direction of the Act Asst Comr I herewith return your requisition for rations approved.  Referring to your suggestions in regard to the supply for Murfreesboro I have the honor to inform you that the only depot nearest Murfreesboro is Raleigh but when it is taken into consideration that supplies are received here only from New Berne and the time expense and labor of repacking it is not thought that there would be any expense saved by shipping from here.

I am directed by the Acting Asst Comr to inform you that 350 bushels of corn donated by the Southern Relief Commission of N.Y. will be sent to Concord Cabarras Co N.C. for distribution among the destitute of that County under the joint supervision of yourself on the part of the Govt and Mr A.J. York of Concord on the part of the State.
You will communicate with Mr York in the matter so that you can be present at the distribution.  Receipts should be taken of all issues for which purpose blanks will be furnished.
Expenses of transportation other than the freight to Concord will be paid by the County of Cabarras.
