I am directed by the Acting Asst Comr to inform you that 300 bushels of corn donated by the Southern Relief Commission of N.Y. will be shipped to Greensboro for distribution among the destitute of Guilford County without distinction of race or opinion under the supervision of yourself on the part of the Government and Mr Jesse H. Lindsay for the State.  Receipts should be taken for all issues for which purpose blanks will be furnished.
Expenses of delivery to be paid by the County.

After consultation with Mr Bagley it is deemed impracticable under the pressing wants of other localities to send more than 50 bushels of corn to Rutherford County and I have therefore directed that amount to be shipped as you desired.  If great destitution still prevails, rations may possibly furnished by the Bureau R.F. & A.L.

I am directed by the Acting Asst Comr to acknowledge your communication of 7th inst and to inform you of the safe arrival of 3000 bushels of corn donated by the Commission at Wilmington N.C.  Most of it was immediately shipped to points where the greatest destitution prevailed, and the balance is now being disposed of.  The following distribution has been made
1000 bushels to Stanly County

350 " " [[dittos for: bushels to]] Cabarras " [[ditto for: County]]
300 " " [[dittos for: bushels to]] Guilford " [[ditto for: County]]
50 " " [[dittos for: bushels to]] Rutherford " [[ditto for: County]]
The disposition was agreed upon in a joint conference of the Executive of the State and the Military Authorities based upon facts now on record.
At the various points named two parties have been designated to supervise its distribution - one of whom being named by the State the other by these Hd Qrs and who are to be guided by instructions which will insure proper safeguards in the issue.  Receipts from the parties receiving the corn will be furnished you when all is distributed.  By a recent resolution of Congress an estimate of the amount of destitution was directed to be made and a report from this State has just been forwarded showing there are about 6000 persons in this State needing food - two thirds of which number are whites.  As far as possible their wants are filled by the Bureau but there are many to whom it cannot reach.  The opening season it is hoped will have a tendency to very materially reduce the number estimated.
