I am directed by the Acting Asst Commissioner to say that reports have reached these Hd Qrs that the recent illness of Lieut Cox was the result of his excesses and that he is an habitual drinker and in consequence of which the interests of the Bureau suffer.  [[Footnote 1]]  You are respectfully requested to report as soon as possible what foundation there is for such reports - and if correct to what extent his conduct interfered with his duties.  As yet no report has been received of his change of Station.
Please report whether he has left Kinston.

Yours of the 13th inst in relation to shipment of corn just received.  I was under the impression that the want of transportation on your part would not delay this matter as I was informed by the Governor that Parsley & Co had written to him in reference to the matter and he had instructed them to haul it and charge the same to the State.  This may have been construed to only refer to the first lot, but it holds good for the second.  Allow them to haul it without reference to the difference in cost, the Government is authorized to pay such bills and could pay the entire cost of transportation, but the Government has agreed to share it, as the cost for delivery to the sections where it is to be distributed after reaching the points on rail road will be considerable. 
Please manage to have it transported at as early a date as possible - as I am desirous of reporting to the Relief Commission.  Do not forget to send me an invoice of each lot, you will
