I am directed by the Acting Asst Commissioner to inform you that further complaints have been received in regard to the continued employment by Mr Gwynn of freedmen hired not only by Mr Geo Little but also by others.  When Mr Gwynn was here he said he was anxious to have these men returned to their proper employers and you were notified of his desire.

It is understood Mr G. has not kept his word neither have you carried out instructions from these Hd Qrs.  You will see that the freedmen are returned to the localities from whence they were taken and report your action.  If further delay is made in this matter Mr Gwynn and the freedmen will be arrested and held to answer for a violation of the laws, the parties being guilty of a misdemeanour.

I have the honor to acknowledge the receipt of your telegram of this date commuting the sentence of Robt Davis freedman to imprisonment of 10 years and to report that the said Robt Davis was pardoned by Gov Worth of this State on the 27th of March and is now in the custody of the Freedmens Bureau awaiting instructions of Genl O.O. Howard Comr Bureau R.F. & A.L. as to his

final disposition - he having on the 22nd of January last authorized an offer to be made to the Executive of this State to transport Davis to another locality provided he was pardoned.

Sir

Information has been received at these Hd Qrs of the murder of Emanuel Butt freedman by James Smith white on the 13th of March last near Great Bridge Norfolk Co Va.  The murderer is a young man - five feet seven inches high weighs one hundred and forty pounds thick lips, red hair, one eye walks stiff with head a little on one side, thin build wears grey clothing and is on the whole a bad looking man.  He was last seen at his brothers store near Great Bridge Va, has friends in Newbern North Carolina.
  
The Acting Asst Commissioner directs that every effort be made for his arrest, reporting the fact to this office and holding him until further orders from these Head Quarters.  If Military aid is found necessary requisition will be made for the same to the nearest United States officer in command of troops.
