I have the honor to enclose herewith a letter from Major W.H. Hutchins in lieu of one sent him March 19th at which time I did not wish to anticipate the views of General Robinson.

A change of circumstances requires in my opinion the appointment of one or more Agents of the Bureau in this State.  The enclosed letter was written March 19th but withheld after it was written on learning the probable views of the General.

I have just received a letter from Mr B. F. Morris of Washington City requesting me to find some important position for you in this State.  I regret that there is no position which I could confer or be instrumental in obtaining commensurate with the high recommendations given by Mr Morris or equal to what I judge may be your expectations.  In this connection the only position I can think of is that of Agent in the Freedmens Bureau the compensation for which is so moderate that it is with some delicacy that I allude to it.

In a few days there will probably be such a vacancy at Charlotte.  The compensation attached to this Agency is only one hundred dollars per month and any increase of this modest sum would of course be a matter for the special consideration of Maj Genl Howard.

Should this position at all answer your views it will give me pleasure with Genl Howards approval to offer it to you.

I am directed by the Acting Asst Commissioner to inform you that there are Three thousand bushels of corn now in the hands of Messrs Worth & Daniels at Wilmington the donation of the citizens of Philadelphia for distribution among the destitute of N.C. and to request that you cause the same to be shipped as follows -

1000 bushels to Capt H.M. Lazelle Charlotte N.C.
